What the rules actually allow
Balconies sit in a grey area between your flat and the building's facade, and that is where most balcony projects run into trouble. Almost every Mumbai cooperative housing society has a rule on facade uniformity, and in many buildings enclosing a balcony with glass or grilles requires a general-body resolution rather than a managing-committee nod. Where the balcony was part of a sanctioned FSI calculation, enclosing it can also constitute an unauthorised change of use under the MCGM's rules, which surfaces at the worst possible moment — at resale or during a redevelopment survey.
The practical approach is to separate what is reversible from what is not. Loose furniture, planters, deck tiles laid dry over the existing floor, and a retractable blind fixed inside the parapet line are reversible and rarely contested. Fixed glazing, a permanent pergola bolted to the slab, an extended parapet or anything that changes the building's external appearance is not, and needs written permission before you spend a rupee on design.
| Intervention | Typically needs | Reversible? | Risk if skipped |
|---|---|---|---|
| Deck tiles / WPC laid dry | Nothing beyond informing the society | Yes | Low |
| Planters, furniture, lighting | Nothing; keep drainage clear | Yes | Low |
| Internal blinds or bamboo chik | Usually a committee note | Yes | Low |
| Fixed glazing / enclosure | General-body approval, often BMC | No | Notice, removal order, resale problem |
| Grille change on the facade | Society uniformity rule | No | Forced replacement at your cost |
| Breaking or re-laying waterproofing | Society approval and a supervised method | No | Leak into the flat below, liability |
| Pergola bolted to slab or parapet | Structural check plus approval | No | Structural and insurance exposure |
Rules vary by building. A written email to the secretary describing the exact scope, kept on file, costs nothing and settles the question.
Flooring that survives the monsoon
The existing balcony floor is almost always a ceramic or vitrified tile laid with a fall to a drain point, sitting on a waterproofing membrane. That membrane is the only thing between your balcony and the ceiling of the flat below, and it is the reason the correct move is to lay over the existing surface rather than to break it out. Pedestal-mounted or batten-mounted decking does this: it sits above the original tile, lets water run underneath to the drain as designed, and lifts out for cleaning.
| Deck material | ₹ per sq ft installed | Mumbai life | Maintenance | Notes |
|---|---|---|---|---|
| WPC deck tiles, interlocking | ₹220–₹420 | 6–9 years | Lift and wash twice a year | Best value; lift-out access to the drain |
| Composite decking on battens | ₹420–₹780 | 10–14 years | Annual wash | Looks the best; needs a level base |
| Solid teak / ipe decking | ₹850–₹1,800 | 12–18 years if oiled | Oil twice a year, without fail | Greys quickly in Mumbai if neglected |
| Outdoor porcelain, 20 mm on pedestals | ₹480–₹950 | 20+ years | Wash | Heavy; check slab loading above 40 sq ft |
| Artificial grass | ₹120–₹280 | 3–5 years | Brush; it holds dust and smell | Fails fastest in monsoon humidity |
| Anti-skid tile, replaced | ₹180–₹400 | 15+ years | Low | Requires breaking the existing floor — avoid |

Design and build under one accountable roof
Drainage is the whole project
Every balcony failure we are called to inspect is a drainage failure, and it presents as a damp patch on the ceiling of the flat below, usually in September. Three causes recur: the drain outlet was covered by the new deck and could not be cleared, the new floor build-up reversed or flattened the original slope, and planters were placed directly on the floor so that soil and roots blocked the outlet.
- Keep the drain accessible. A lift-out deck tile directly over the outlet, or a removable grating. It needs clearing twice during the monsoon.
- Do not raise the floor above the door threshold. A deck build-up of 40 mm against a 30 mm threshold sends water into the living room in the first heavy rain.
- Maintain the fall. Pedestal systems are adjustable and can level the deck surface while keeping the slope underneath. Battens laid flat on a sloped floor create a pond.
- Raise every planter. Feet or a stand, minimum 50 mm, with a saucer. Soil in contact with a balcony floor holds moisture against the waterproofing permanently.
- Check the parapet weep holes. Many Mumbai balconies drain partly through small holes at the base of the parapet. Decking that blocks them turns the balcony into a shallow tank.
Planting for a Mumbai balcony
Orientation decides the plant list more than anything else. A west-facing balcony in Mumbai receives direct afternoon sun at high intensity for eight months and horizontal rain for four; a north-facing one receives almost no direct sun. Tender indoor plants sold as balcony plants fail within a season on the west face, and succulents rot within one monsoon anywhere.
- West and south-west: bougainvillea, adenium, frangipani, curry leaf, lemongrass, aloe. All tolerate direct sun and wind.
- East: the easiest face. Hibiscus, jasmine, tulsi, chilli, mint and most herbs.
- North: low light. Ferns, money plant, philodendron, snake plant, syngonium.
- Monsoon rule: raise everything, and move anything that cannot take four months of saturated soil under cover. Drainage holes matter more than pot material.
- Wind rule: above the tenth floor, tall plants need staking or a solid parapet. A 20-litre pot goes over in a pre-monsoon squall.
- Weight rule: wet soil weighs roughly 1,600 kg per cubic metre. A row of large planters along a cantilevered balcony parapet is a structural question, not a gardening one.
A costed 40 sq ft balcony
| Item | Specification | Cost |
|---|---|---|
| WPC deck tiles | 40 sq ft at ₹320 | ₹12,800 |
| Parapet cladding, WPC louvre | 34 sq ft at ₹480 | ₹16,320 |
| Seating bench with storage | 1,200 x 450 mm, WPC and SS 316 | ₹18,500 |
| Planters, raised, 6 nos | Fibre with feet and saucers | ₹9,600 |
| Lighting | 2 IP65 wall washers, 1 festoon run | ₹7,400 |
| Retractable blind | Inside parapet line, acrylic fabric | ₹14,500 |
| Drainage rework and grating | Lift-out access panel | ₹4,200 |
| Total | — | ₹83,320 |
Add 18% GST. Everything in this scheme is reversible and needs no facade alteration.
Finally, be honest about how the balcony will be used. Mumbai balconies are marketed as morning-coffee spaces and used, in practice, for drying clothes, storing the ladder and keeping the washing machine. A makeover that ignores those functions gets undone within a year. The version that survives builds them in: a retractable ceiling-mounted drying rack rather than a line across the parapet, a bench with a lift-up lid deep enough for a bucket and a mop, and a planned position for the outdoor AC unit with a service route to it. Designing around the real use is not a compromise — it is the only way the pretty version of the balcony survives past March.

Frequently asked questions
Can I enclose my balcony in Mumbai?+
Usually not without a general-body resolution from the society, and in many cases not at all where the balcony formed part of the sanctioned plan. Enclosure changes the facade and can be treated as an unauthorised alteration by the MCGM. Get written permission before any design work; retrospective approval is rare.
What flooring is best for a Mumbai balcony?+
Interlocking WPC deck tiles at ₹220–₹420 per sq ft, laid dry over the existing floor. They survive six to nine years in Mumbai conditions, lift out for drain cleaning, and do not disturb the waterproofing membrane underneath — which is the single most important thing to protect.
Will a balcony deck cause leakage below?+
Not if the existing waterproofing is left intact and the drainage still works. Leaks come from breaking the membrane, blocking the outlet, or raising the floor above the door threshold. A lift-out panel over the drain and a twice-yearly clear-out prevent almost all of it.
How much does a balcony makeover cost?+
₹55,000–₹1.4 lakh ex-GST for a typical 35–50 sq ft Mumbai balcony in 2026, depending on whether you add parapet cladding, built-in seating and a blind. Deck flooring alone is ₹10,000–₹20,000. Anything involving structural work or glazing moves well beyond this range.
What fixings should I use on a sea-facing balcony?+
SS 316 for anything within roughly two kilometres of the coast, and SS 304 as an absolute minimum elsewhere. Galvanised or powder-coated mild steel blooms rust within two monsoons on an exposed Mumbai balcony, and the stains run down the facade where the whole building sees them.
Can I put a pergola on my balcony?+
Only with a structural check and society approval, because a pergola bolted to a cantilevered slab or parapet adds both dead load and wind load to a structure that may not have been designed for it. A freestanding, weighted shade structure or a retractable blind fixed inside the parapet line avoids the issue entirely.
