Compound or mall: choose the rule book
| Mill compound unit | Mall unit | |
|---|---|---|
| Shell condition | Industrial, 6 – 8 m height, services added later | Serviced shell with a handover kit and capped connections |
| Fit-out control | Compound management and its fire consultant | Mall fit-out manual, tenant coordinator, design review |
| Working hours | Restricted delivery window, daytime construction | Often 24-hour working behind a barricade |
| Services | You extend or replace; capacity is not guaranteed | Capped and sized connections provided at the demise |
| Typical programme | 16 – 22 weeks | 10 – 14 weeks |
| Typical rate | ₹2,600 – 4,400 per sq ft | ₹2,300 – 3,600 per sq ft |
The mall is faster and more predictable; the compound gives you volume, character and a licence to do things a mall never will.
Worked example: 4,500 sq ft brewery restaurant, mill compound
Two hundred and ten covers over a ground floor and a mezzanine, a visible brewhouse, a full kitchen and a bar running to 1:30am.
| Scope | ₹ lakh | Detail |
|---|---|---|
| Structural survey, mezzanine steel, deck and stairs | 18.6 | Independent engineer; the columns were proved before the brewhouse was ordered |
| Kitchen and brewhouse services | 38.4 | Exhaust to roof with precipitator, glycol lines, floor drainage, gas train and detection |
| Joinery — bar, banquettes, brewhouse surround, servery | 24.2 | Bar at 11 m with a triple-stacked back-bar; SS throughout the wet run |
| Fire — sprinklers above and below the deck, detection, escape, signage | 19.5 | Revised strategy signed before joinery release |
| Electrical, three-phase load, DMX and AV | 16.8 | 196 kW sanctioned; the brewhouse is on its own distribution |
| HVAC and acoustic containment | 13.4 | Sealed envelope; plant selected for night-time noise limits at the compound boundary |
| Ceiling, exposed-services treatment and lighting | 11.6 | Original trusses cleaned and lit rather than concealed |
| Flooring | 8.2 | Original mill floor ground and sealed; anti-slip epoxy in the kitchen and brewhouse |
| Washrooms, management and contingency | 4.6 | Six cubicles plus accessible; compound liaison through the build |
| Total, ex-GST | 155.3 | ₹3,450 per sq ft on 4,500 sq ft |
Add 18% GST. Excludes brewing plant and kitchen equipment. Kitchen and brewhouse services plus fire are ₹57.9 lakh — 37% of the build.

Hospitality inside a mill compound's rule book
Fire strategy leads, everything else follows
This pocket is where Mumbai's F&B fire enforcement was rewritten, and the compounds have not relaxed. For an operator that is a good thing — it is why insurers will write the risk — and it means the fire consultant is in the room at concept stage.
- Sprinkler coverage above and below every deck. A mezzanine creates a void; the void needs heads. So does an enclosed pod, a solid raft over a certain area, and a bar canopy. This is drawn at concept and signed before joinery is released for fabrication.
- Escape width survives the furniture layout. Travel distance from the furthest cover, two independent routes from a mezzanine, outward-opening doors on the escape path, and a clear width that a table plan cannot erode. We test the seating plan against the escape drawing, not the other way round.
- Kitchen suppression and gas detection are designed in. A hood suppression system, a gas train with automatic isolation and detection at low and high level. On a brewery, CO₂ detection in the cellar as well.
- Linings carry stated ratings. Class 1 surface spread of flame on wall and ceiling linings, fire-retardant treatment certificates for concealed timber, no combustible insulation anywhere. The certificates go in the handover file because they are asked for.
- Nothing combustible stays in the compound overnight during construction. Board, foam, packing and solvent go out daily. It costs a few per cent of programme and it is not negotiable.
Night trade and the acoustic boundary
A bar running to 1:30am in a compound surrounded by offices and, beyond them, homes is an acoustic problem with a licensing consequence. The controllable items are a sealed building envelope with an acoustic lobby at the entrance, plant selected and sited for night-time boundary limits, sound-system limiters set and sealed at commissioning, and terrace or outdoor covers designed to close at a stated hour. We measure at the compound boundary at commissioning and hand over the reading, because that is the number a complaint will be judged against.
The other item worth budgeting properly is the barricade and the neighbour relationship. In a compound where forty other operators are trading through your build, a hoarding to the compound standard, a daily frontage clean and a named site contact who answers the phone are worth more than they cost. We treat them as scope rather than goodwill.

Frequently asked questions
Is it cheaper to fit out in a Lower Parel mall or a mill compound?+
The mall, usually — ₹2,300–₹3,600 per sq ft against ₹2,600–₹4,400 — because the shell arrives serviced with capped connections and a handover kit, and 24-hour working behind a barricade compresses the programme to 10–14 weeks. The compound costs more and takes longer, and it gives you seven metres of height, original structure and a character no mall unit can buy.
What does the brewhouse add to a restaurant fit-out?+
On our 4,500 sq ft example, the brewhouse services — glycol lines, floor drainage, gas train and detection, its own electrical distribution, and CO₂ detection in the cellar — sat inside a ₹38.4 lakh combined kitchen and brewhouse services package, roughly ₹14–₹18 lakh of it attributable to brewing. That is before the plant itself, which the operator buys separately.
How strict is fire compliance in the mill compounds now?+
Strict, and checked. Sprinkler coverage above and below every deck and enclosure, verified escape widths and travel distances, stated fire ratings for all linings with certificates retained, kitchen hood suppression and gas detection, and no overnight combustible storage during construction. On our worked example fire scope was ₹19.5 lakh, 13% of the build, and the strategy was signed before joinery release.
Can I run a terrace or open-air area in a compound?+
Sometimes, with a stated closing hour and an acoustic assessment at the compound boundary. The compounds are surrounded by offices and, further out, residential buildings, and the licensing regime follows the complaints. We design outdoor covers to close at a defined time, with the indoor envelope sealed and an acoustic lobby so that closing the terrace does not empty the room.
What is a mall handover kit and why does it matter?+
It is the document set the mall gives an incoming tenant: the demise drawing, the capped service connections and their capacities, the fit-out manual, the barricade standard, the design review process and the working-hours regime. It matters because every one of those items is a fixed input to your design, and reading it late is how tenants discover their kitchen extract capacity two weeks before opening.
