Two building types, one postcode

Converted mill compounds

Kamala Mills, Todi Mills, Raghuvanshi and the smaller compounds. Cast-iron or steel columns, north-light roofs in places, 6.5–7.5 m to the underside, and services that were added later and show it.

Grade-A towers

Senapati Bapat Marg and the Elphinstone side. Regular plates of 15,000–40,000 sq ft, proper cores, landlord fit-out manuals and nominated vendors much as in BKC.

1990s commercial blocks

The stock between the two. Ordinary floor-to-floor, tired services, cheap rent and the most honest value in the district if you check the riser.

Co-working and managed floors

Heavy operator presence across both compound and tower stock. Fitting a private suite inside an operator's shell is its own scope with its own approvals.

What 7 metres of height is worth

The mill shells are the only stock in this set where vertical space is genuinely available, and the arithmetic is usually favourable. A mezzanine over 40% of a shell floor adds seats at roughly half the rent-adjusted cost of leasing the equivalent area, provided the structure and the fire strategy allow it.

Mill-shell offices, designed around the fire strategy

Fire compliance in this pocket, specifically

Enforcement in the mill compounds tightened materially after the Kamala Mills fire and it has not loosened. For a tenant that means the fire strategy leads the design rather than following it.

  1. Sprinkler coverage is checked above and below everything. A mezzanine deck, an enclosed pod, a solid ceiling raft over a certain area — each creates a void that needs its own head. We produce a sprinkler coordination drawing at concept stage, and the compound's fire consultant signs it before joinery is ordered.
  2. Escape routes are measured, not assumed. Travel distance from the furthest desk, two independent routes from a mezzanine, door swing direction, and a clear width that furniture cannot encroach on. Layouts get tested against this before they are presented.
  3. Materials are specified with their fire rating stated. Class 1 surface spread of flame on wall linings, fire-retardant treatment certificates for concealed timber, and no combustible insulation. We keep the certificates in the handover file because they will be asked for.
  4. Nothing combustible is stored in the compound overnight. Board, foam, packing and paint go back out daily during construction. It slows the site by a few per cent and it is not negotiable here.

The daily constraint: getting in

Mill compounds were laid out for goods vehicles in 1910 and are now full of cars, restaurants and pedestrians. Gates have height barriers around 2.5 m, the internal lanes are single-file, and the restaurant loading window overlaps with yours. We negotiate a fixed early-morning slot with the compound management at mobilisation and stick to it for the whole project — on the worked example above, that slot was 6:30am to 9:00am, six days a week, for nineteen weeks.

Frequently asked questions

Is a mezzanine worth building in a mill shell?+

Usually, if the structure allows it. A deck over 30% of a 7,500 sq ft shell adds 2,250 sq ft of usable area for ₹42–₹58 lakh, which at prevailing Lower Parel rents pays back inside four to five years and is yours for the lease term. The conditions are a structural engineer proving the columns and slab, and the compound's fire consultant approving a revised escape and sprinkler strategy.

How do you cool a seven-metre-high office?+

By not cooling the roof. Supply is introduced low — underfloor, plinth-level or at desk height — and return is taken high, so you condition the occupied 2.5 m rather than the whole volume. Done properly this runs 20–30% cheaper to operate than a ceiling-level system in the same shell, and it is why our HVAC line on the worked example is higher than a tower equivalent but the running cost is not.

What changed about fire rules in the mill compounds?+

Enforcement, mainly. Since the Kamala Mills fire, sprinkler coverage above and below every new deck, verified escape distances, stated fire ratings for lining materials, and a ban on overnight combustible storage in the compound are all checked rather than assumed. On our worked example fire scope was 14% of the project cost and the strategy was signed before joinery was ordered.

Can I get enough power in an old mill building?+

Often not from the existing riser. The buildings were electrified for machinery, not for 96 workstations with UPS backup, and the risers were added piecemeal. On the Kamala Mills project we took a new sub-distribution feed from the compound panel, which was ₹24.8 lakh including containment. Check the available spare capacity at the compound panel before you sign the lease, not after.

How does Lower Parel compare with BKC for an office?+

Lower Parel runs ₹2,220–₹3,330 per sq ft against BKC's ₹2,560–₹3,840, and the towers here operate similarly to BKC towers with landlord manuals and nominated vendors. The mill shells are the genuine difference: more character, more height, more structural and fire engineering, and a compound access regime that governs your working day.
