What an office in Chembur is
Four recognisable types, and the fit-out scope differs mainly in how much of the building services you inherit.
Professional suites on RC Marg and Sion–Trombay Road
600 to 2,500 sq ft on the first to fourth floors of 1990s commercial buildings. Lift, three-phase supply, no central air conditioning, washrooms shared with the floor.
Above the Central Avenue retail line
Upper floors over shops, reached by a side stair. Cheap, awkward, and workable for a practice that does not need visitor footfall.
Converted residential ground floors
Doctors, dentists, small consultancies. Legal where the change of user is documented and the society has consented — and a problem where it is not.
New mixed-use podium floors
Commercial levels under residential towers off the Eastern Freeway and around Diamond Garden. Proper lifts, landlord fit-out rules, the highest rates in the suburb.
Rates and what sits behind them
| Space type | Typical size | ₹ per sq ft | Services you inherit |
|---|---|---|---|
| Older commercial floor, RC Marg | 800 – 2,500 sq ft | ₹1,500 – 1,930 | Power and a lift. Everything else is yours |
| Above-retail upper floor | 600 – 1,800 sq ft | ₹1,540 – 1,970 | Power, sometimes a washroom. No lift in many cases |
| Converted ground floor, residential building | 700 – 2,000 sq ft | ₹1,620 – 2,090 | Domestic supply that usually needs upgrading |
| New podium commercial | 1,500 – 4,000 sq ft | ₹1,740 – 2,250 | Base HVAC provision, fire loop, lifts, washrooms |
| Medical or diagnostic use, any of the above | Add 12 – 20% | — | Medical gas, lead lining, drainage, regulated finishes |
Ex-GST. Medical and diagnostic uses carry statutory requirements that are quoted separately, not as a percentage. The office rates are derived from our own completed and billed projects, expressed as a band, October 2026.

Small floors, professional practices, twenty minutes to Fort
Worked example: 1,800 sq ft accountancy practice, RC Marg
Second floor of a 1996 commercial building, lift, three-phase supply, shared floor washrooms. Two partners, fourteen staff, a client meeting room, a records room that has to be secure and dry, and an audit season when half the staff are out.
| Scope | ₹ lakh | Note |
|---|---|---|
| Strip-out and protection | 0.75 | Previous tenant's partitions and flooring removed |
| Civil and blockwork | 1.85 | Records room enclosure; partners' cabins; pantry wall |
| Partitions, glazing and doors | 4.90 | Glazed cabins with manifestation; solid wall to the records room |
| Joinery — workstations, storage, reception | 9.80 | Sixteen positions, a filing wall, a reception with a seated waiting bay |
| Flooring | 2.35 | Vinyl plank throughout; carpet in the meeting room |
| Ceiling and lighting | 4.70 | Grid ceiling with a linear layout; task lighting at each position |
| Electrical, DB and small power | 3.10 | New sub-DB, 1,100 m of cabling, UPS to the server and the partners |
| Air conditioning | 3.20 | Ducted split system, four zones, condensers on the rear ledge |
| Fire detection | 0.95 | Detection and extinguishers to the floor layout |
| Data and network | 1.10 | Structured cabling, rack in the records room |
| Pantry and washroom upgrade | 0.42 | Pantry; the floor washroom refurbished by agreement |
| Painting | 0.13 | Full floor |
| Project management | 0.05 | Single point of contact |
| Total, ex-GST | 33.30 | ₹1,850 per sq ft carpet |
Add 18% GST. Air conditioning is 10% of the contract here because these buildings provide none — a podium floor off the Freeway would already have base provision.
Two constraints particular to Chembur
- Almost everything is mixed-use. Offices sit under flats or beside them. Drilling, chasing and demolition run in an agreed window — usually 11am to 4pm on weekdays here rather than at weekends, because Chembur societies object more to Sunday noise than to weekday noise. Get the window in writing from the secretary before mobilising.
- Condenser positions are contested. Older commercial buildings in this suburb have rear ledges crowded with thirty years of accumulated outdoor units, and the society will have views about adding more. Settle the condenser position and the drain routing before the HVAC design is finalised — it is the change that most often forces a ceiling redesign late.
The Freeway effect, and what it means for the brief
Since the Eastern Freeway and the Santacruz–Chembur Link Road opened, Chembur is twenty to thirty minutes from Fort and about the same from BKC outside peak hours. Several firms have taken satellite floors here for teams that do not need to be in the city daily — back-office accounting, claims processing, compliance, legal documentation. Those briefs look different from a practice's own office: higher density at 60 to 75 square feet per person, one good video-conference room because the head office meeting happens on screen, secure document storage, and almost no spend on reception because nobody visits. We price them accordingly rather than applying a practice-office template.
Records, which nobody budgets for
Almost every Chembur occupier we build for is a document business: accountants, advocates, insurance brokers, logistics agents, clearing firms. They arrive with more paper than they admit to, and the records room is consistently the item under-specified at brief stage. What it actually needs is a dry enclosure away from the external wall, mobile or fixed shelving rated for the loading rather than joinery shelves that sag in a year, a smoke detector inside the room rather than outside it, and a lock that is not the same key as the pantry. On 1,800 square feet a properly built records room is around ₹1.4 lakh, and it is the room that most often has to be rebuilt within two years when it is done cheaply.

Frequently asked questions
Can I run an office from a residential flat in Chembur?+
Only with a documented change of user and the society's written consent. Many professional practices here operate quite properly on that basis. We ask to see the documentation before quoting — building out an undocumented conversion exposes you for the length of the lease and we are not willing to pretend otherwise.
Why is air conditioning such a big line on a Chembur office?+
Because the older commercial buildings provide none. A ducted split system for 1,800 square feet with four zones is around ₹3 lakh installed, which is roughly a tenth of the contract. A new podium floor off the Eastern Freeway has base provision and that line drops by two-thirds.
Will the society let us work on Sundays?+
Usually not. Chembur committees tend to be stricter about weekend noise than weekday noise, which is the reverse of the city. The workable window is normally 11am to 4pm on weekdays for noisy trades. Agree it in writing with the secretary before mobilising and the project runs smoothly.
Is a clinic or diagnostic centre a different scope?+
Substantially. Medical gas lines, lead lining where imaging is involved, specific drainage and waste routes, washable regulated finishes and separate clean and soiled circulation. It adds 12–20% and, more importantly, it needs designing from the start rather than adapting an office layout.
What does a Chembur office cost per seat?+
₹1.4 to ₹2.2 lakh per seat for a professional practice at 90–110 square feet per person, and ₹95,000 to ₹1.5 lakh for a satellite back-office floor at 60–75 square feet. Both are ex-GST and include construction, services and joinery but not IT hardware or loose seating.
